Little bumps inside of the gum on the inside of my mouth?

Ok so I feel little bumps like under the skin on the inside of my mouth like under my lip. Like directly in front of my bottom row of teeth. Is this normal? No I'm not sexually active. I've never even kissed anyone before. They're like underneath the skin they're not on the outside.
