Does anyone have a problem with completely getting rid of hair on the bikini line?

When I shave, there is always stubble left, even if I exfoliate and I have to shave in a downward direction only because I get really bad razor burn. I have tried waxing, still have hair remaining and have tried creams too. This sucks because I can't wear regular bikini bottoms, I have to wear shorts.
