Why do my African dwarf frogs appear to have a fuzzy outside layer surrounding them? Are they shedding?

They both are at the bottom of the bowl. They are surrounded in a "fuzzy" transparent coating. They are not moving (2 days). Are they in danger? Someone said they were shedding or hibernating.
